摘要(Abstract)：
从科研项目立项的重要性出发,探讨了层次分析法在立项评价中的应用问题.详细介绍了层次分析法的实施步骤,结合实际建立了一套较科学、公正的项目立项评价模型,最后运用层次分析法确定出评价指标的权重,通过实例测试了立项评价过程的正确性.
